Description

We are seeking motivated Application Software Developers/Engineers at the Senior, Intermediate, and Junior levels to support the USDA National Agricultural Library (NAL) scientific research data applications. This position provides Operations and Maintenance (O&M) support and application development for scientific data platforms including GeoData (open-source software), Ag Data Commons (SaaS platform with local data harvests), and related scientific research data products. The ideal candidate will have experience developing modern web applications, designing microservices, supporting scientific data repositories, and working within Linux-based environments using open-source technologies. Task and Duties: Provide Operations and Maintenance (O&M) support for NAL scientific research data applicationsDesign, develop, and maintain microservices supporting scientific data ingest, processing, and data egressDevelop and maintain system architecture documentation, API specifications, technical diagrams, and data modelsSupport application enhancements, software updates, testing, troubleshooting, deployment, and production releasesConfigure and maintain SaaS application environments, including application configuration updates and data migration activitiesDevelop repository reporting dashboards and analytics for scientific repository usage and statisticsDesign and implement RESTful APIs supporting internal and external integrationsDevelop and execute testing protocols, quality assurance (QA) processes, automated testing, and UI testingSupport ETL processes and data migration activities for application modernization effortsEnsure applications comply with federal accessibility standards, including Section 508 and WCAG 2.x AA requirementsTroubleshoot production issues and provide technical support throughout the software development lifecycleParticipate in Agile development activities including sprint planning, code reviews, and technical documentationCollaborate with federal stakeholders, developers, data managers, and system administrators to deliver high-quality software solutions Required Qualifications Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline (or equivalent experience)Minimum 5 years of professional experience developing customized applicationsDemonstrated experience with:XML transforms and XML SchemaJavaScript frameworks (Angular preferred)JSONHTML5OpenLayers 3GroovyPostgreSQLPostGISLinux command-line toolsDrupalPython or other scripting languagesRESTful API design and implementationMinimum 1 year of experience working with open-source software and toolsExperience designing and implementing microservices-based architecturesFamiliarity with containerization technologies (Docker, Kubernetes, or similar)Experience developing metadata-driven microservices supporting scientific data ingest and egressExperience with ETL processes, data migration tools, and application configuration updatesExperience with scientific metadata creation, curation, and repository management toolsExperience deploying and maintaining web applications in production environmentsExperience working with geographic information systems (GIS) and geospatial data applicationsStrong experience with relational databases including PostgreSQL and MySQLExperience using Git/GitHub version controlStrong Linux administration and command-line proficiencyExpert knowledge of HTML, XHTML, CSS, and responsive web developmentKnowledge of the U.S. Web Design System (USWDS) and USDA Digital Strategy PlaybookMinimum 2 years of practical experience performing Section 508 testing, remediation, and accessibility compliancePractical experience ensuring applications meet WCAG 2.x AA accessibility requirementsExcellent communication, collaboration, analytical, and customer service skillsAbility to work independently and within cross-functional teams About One Federal Solution: One Federal Solution (OFS) is an innovative Professional Services provider with over 20 years of experience supporting Defense and Civilian agencies.
