Senior Development Manager – Industrial
Location: Houston, TX | In-office
Bullpen is partnering with a growing commercial real estate owner and developer to hire a Senior Development Manager focused on industrial development execution.
Reporting directly to the President, this person will lead feasibility, entitlements, permitting, civil site work and preconstruction coordination across new developments and existing industrial facilities.
This is a hands-on opportunity to own projects from initial concept through a permitted, design-complete handoff to construction while building a more structured development process.
Responsibilities
Manage preconstruction activities for industrial developments, renovations, facility expansions and changes of use.Evaluate site feasibility, including utilities, access, grading, drainage, detention, wetlands and floodplain considerations.Lead entitlement and permitting processes, coordinating with municipalities, utility providers and other applicable authorities.Oversee approvals for specialty industrial uses, including outdoor storage, high-pile storage, racking, paint booths and chemical storage.Select and manage civil engineers, architects, fire-protection specialists, permit expediters and other outside consultants.Coordinate design, scope, budgets and schedules with contractors and internal construction and operations teams.Identify permitting and compliance issues at existing facilities and manage a clear path toward resolution.Establish project intake procedures, permitting checklists, approval milestones and construction handoff requirements.Maintain visibility into active projects, communicate risks early and provide regular progress updates to leadership.Travel occasionally to project and facility sites across multiple states.
Qualifications
8+ years of relevant experience in industrial development, owner’s representation, civil engineering or construction project management.Strong civil engineering and site-development knowledge, particularly utilities, grading, drainage and detention.Experience managing industrial projects through design, entitlements, permitting and preconstruction.Demonstrated ability to manage outside consultants and coordinate with municipalities, contractors and operating teams.Ability to navigate unfamiliar jurisdictions and engage the appropriate local specialists.Strong organization, follow-through and judgment, with the ability to manage multiple projects independently.A practical approach to solving problems and creating repeatable processes.Ability to work in-office in Houston and travel occasionally.
Preferred Experience
Permitting for specialty industrial operations, outdoor storage or industrial equipment.Development or permitting experience across multiple states.Experience with design-build contracts and existing-facility renovations.Bachelor’s degree in civil engineering, construction management or a related field.
