Position Summary Supports software applications and systems by investigating, designing, documenting, and implementing software solutions. Works with customers, product owners, and end users to understand business needs, develop concepts for information system solutions, and evaluate their cost effectiveness. Works collaboratively as part of a team while providing leadership and mentorship to others and functioning as a servant leader who empowers team members. Fosters strong relationships with customers, peers, and service providers while identifying productivity impediments and promoting work process improvements. Applies broad expertise and unique knowledge to develop and implement advanced concepts, techniques, and standards. Works on significant, unique, or complex issues and provides innovative solutions with potential impact on future concepts, products, or technologies. Job Duties and Responsibilities Assures safety and security compliance, maintains required safety and security training, and incorporates safety and security into every task, including taking necessary steps to stop work if continuing the job is unsafe or compromises security.Designs, develops, analyzes, modifies, tests, debugs, and evaluates software to meet functional requirements for functional areas.Devises logic procedures, flowcharts, and coding for software development activities.Develops conversion, system integration, and system implementation plans.Gathers reporting requirements and recommends and implements solutions.Prepares and obtains approval of system and programming documentation.Arranges, prepares, and conducts meetings, workshops, and presentations as required.Provides training and support for end-user customers in PA and other Laboratory functions as required.Trains users in the conversion and implementation of systems.Adheres to Laboratory and IST policies and programs concerning the Laboratory's information systems.Researches, assembles, and evaluates information and data regarding industry practices or applicable regulatory changes affecting information system policies or programs.Recommends changes to development, maintenance, and system standards.Utilizes formal Agile and Scrum project management methodologies.Gathers customer requirements and performs risk management functions.Performs capacity and availability planning for computing infrastructure.Communicates effectively, both verbally and in writing, at all levels.Fosters a mutually respectful and inclusive work environment free from discrimination and harassment.Provides technical direction and/or coordinates activities of other personnel as assigned.Monitors the work of less experienced personnel as designated.May direct personnel within a discipline on special segments of a project, if assigned. Required Qualifications Bachelor's Degree in a relevant field and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation.Strong web-development and specialization experience.Experience with ASP.NET and Bootstrap.CMS, SharePoint, and Web Content Systems experience.UI/UX or graphic design/web interface design experience.Experience with Node.js, JavaScript, HTML, jQuery, Bootstrap, and REST APIs.Experience with SQL and relational databases such as PostgreSQL, MySQL, etc.Knowledge of software development methodologies, tools, and processes, including:Software development methodology frameworksSource code controlApplication development tools and techniquesDatabase design, development, and managementProgramming languagesComponent integrationKnowledge of hardware and operating systems, including system architectures, network infrastructures, and client-server principles.Knowledge of hardware and software integration and testing.Ability to partner effectively with customers.Ability to review and understand end-to-end work processes.Ability to translate technical terminology into language understandable to non-technical audiences.Skill in working closely with customers and suppliers to define expectations and mutual responsibilities.
