Metrolinx is connecting communities across the Greater Golden Horseshoe.
Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.
We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier.

This role is an in‑office position based at our 20 Bay Street location.

The Integrated Delivery Division is seeking a Project Manager, Adjacent Construction Review (ACR) to manage the review, coordination, approval and permitting of third-party development, road, infrastructure and utility projects occurring within or adjacent to Metrolinx's existing and planned corridors.
The Project Manager oversees the review of designs and work plans, facilitates multidisciplinary technical assessments, and ensures proposed activities do not adversely impact the safety, integrity, operation or future expansion of Metrolinx infrastructure.
Working with municipalities, utility companies, developers, property owners, consultants and internal subject matter experts, the Project Manager will ensure proposed works do not adversely impact the safety, integrity, operation or future expansion of Metrolinx infrastructure.
The role serves as a key liaison between external stakeholders and Metrolinx and is responsible for facilitating technical reviews, coordinating permit approvals, conducting site inspections and supporting corridor protection initiatives across the network.
What Will I Be Doing?
Review third-party Planning Act and development applications and provide feedback within the municipal planning regime to ensure compliance with Metrolinx requirements, regulatory obligations and guideline documents.
Lead a multi-disciplinary team of Metrolinx staff, technical advisors and contractors in the review and approval of third-party projects that are adjacent to existing and planned transit corridors, from the pre-application consultation phase, planning approvals, permitting through to project completion, with or without staff delegation.
Manage the intake, circulation and consolidation of technical reviews and other commenting stakeholders from subject matter experts across multiple disciplines.
Including the review and evaluation of plans, studies, reports, construction schedules, transit operating schedules and contract documents, to meet established policies, procedures and standards.
Assess potential impacts and opportunities as well as develop and execute recommendations/intervention strategies, and facilitate conflict resolution meetings to address such matters.
Ensure that third party project designs and work plans do not negatively impact the design, delivery , operations and maintenance of new and existing Subway, LRT, BRT, and GO corridors as required.
Manage the development and execution of agreements between Metrolinx and third parties, such as construction agreements.
Deliver presentations, training sessions and onboarding materials to internal and external stakeholders regarding adjacent construction review processes, requirements and corridor protection standards.
Manage applicable oversight and enforcement activities associated with Metrolinx permits, conditions of approval and agreements.
Including site visits to verify compliance with permit scope and conditions and identification or any unauthorized activity to support enforcement authority; Track established key performance indicators (KPIs) for performance measurement and management purposes.
Envisions project scope of work, initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
Reviews contract tender documents and recommends tender bids for contract awards.
Supervises staff engaged in all stages of third-party project management.
Represent Metrolinx and liaise with staff from other authorities having jurisdiction for third-party planning and development approvals, such as municipalities and conservation authorities Other duties as required.
What Skills and Qualifications Do I Need?
Completion of a university or college degree in Urban and Regional (Land Use) Planning, Transportation Planning or a combination of education, training and experience deemed equivalent.
Demonstrated experience in municipal planning, project management and land development, preferably within the public sector and ideally including a) Experience and knowledge in LRT, Subway or Heavy Rail Corridor or Transit related development/construction and applicable design and operational requirements and b) Experience and knowledge of planning and building permit law and practices.
Experience coordinating multidisciplinary technical reviews and stakeholder consultation processes.
Experience managing complex projects involving multiple stakeholders, competing priorities and external agencies.
Full or Provisional membership in a professional planning body (Registered Professional Planner (RPP and MCIP); or Project Management Professional (PMP) certification or partial completion is an asset.
Knowledge of applicable legal and regulatory requirements governing delivery of transit services (e.g., Planning Act, Building Transit Faster Act, Environmental Assessment Act, Transport Canada (TC), Canadian Rail Operating Rules (CROR), Railway Association of Canada (RAC), Ontario provincial and municipal standards and best practices, contracts, and environmental legislation, and others as applicable.
Valid Ontario Class G driver's licence in a good standing and ability to travel.
Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out.
Working knowledge of Geographic Information Systems (GIS) software is considered an asset.
Organizational, time management, interpersonal and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments.
