Duties Manage projects for military installations, serving as the primary liaison between 7th Army Training Command (7ATC), Training Support Activity Europe (TSAE), Installation Management Command-Europe (IMCOM-E), and Host Nation Authorities.Oversee program planning, design, cost engineering, construction, and environmental restoration for complex engineering projects, including training and erosion control management.Direct and integrate District resources, providing program-level oversight, guidance, and continuous coordination to subordinate Project Managers to ensure successful project execution.Develop and maintain a comprehensive Program Management Plan, defining the program mission, execution requirements, and all applicable policies and procedures for successful completion.Serve as the Contracting Officer's Representative (COR), providing technical oversight of all work assigned to project staff and ensuring program objectives are met.Act as the District 's primary contact for assigned programs with federal, state, and local government agencies, congressional interests, and other external partners. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
