The successful candidate will provide senior-level technical leadership and solution architecture guidance for a modern online Registration and Permit Management System, with strong expertise in J2EE architecture, n-tier web applications, JavaScript, XML/XSD, XSL, XSLT/XQuery/XPATH, Unix, Shell Scripting, Ant Script, HTML5, source code management tools, and integration with COTS CRM platforms.

Description
The Ontario Ministry of Environment, Conservation and Parks (MECP) Species at Risk Branch (SARB) is responsible for the administration and issuance of Registrations under the new Species Conservation Act (SCA), 2025.
The Senior Solution Designer will provide senior-level technical leadership, solution architecture, and design guidance for the development and implementation of a modern online Registration and Permit Management System supporting both external/public users and internal Ministry staff.
The Solution Consists Of
Microsoft Dynamics CRM as the back-office platform supporting Ministry staff and Registration/Permit business processes.MuleSoft as the middleware and integration layer between the back-office solution and external-facing applications and services.Java/React as the technology stack for the public-facing online portal.
The Senior Solution Designer will be responsible for defining and maintaining the end-to-end solution design, with particular emphasis on Registration and Permit workflows, integration between the public portal and Microsoft Dynamics CRM through MuleSoft, application architecture, data flows, security, performance, scalability, and alignment with enterprise architecture and technology standards.
The position will work closely with business stakeholders, architects, developers, business analysts, product/project management, cybersecurity, infrastructure, testing, and vendor teams throughout the solution delivery lifecycle.
Experience And Skill Set Requirements
Core Skills and Experience – 40%
Demonstrated experience in and understanding of J2EE architecture.
Technical Skills and Experience – 35%
