Systems Engineer Manager – LC4ISREW | RFQTS 17455
Azooa is preparing a response and seeking suitably qualified contractors for a Systems Engineer Manager opportunity with Army Headquarters’ LC4ISREW Directorate.
This Level 3 Advanced Practitioner role provides systems engineering leadership across complex Defence capability development, acquisition, integration, sustainment and modernisation.

Flexible working arrangements are subject to Defence confirmation; regular in-person engagement is required.Initial term: 1 January 2027 to 31 December 2027.Extensions: Three possible 12-month extensions at Defence’s discretion, subject to funding, ongoing requirements and performance.Engagement: Time and materials; 220 working days allocated per calendar year.Security clearance: Minimum NV1, maintained throughout the engagement.RFQ closing date: 16 October 2026.

ABOUT THE OPPORTUNITY
The Land Command, Control, Communications and Computing (Land C4) Program enables effective command and control, communications and information management supporting decision superiority across Land and Joint Forces.
The Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) Program modernises and sustains capabilities supporting situational awareness, targeting and electronic warfare effects for the Integrated Force.
Both programs are managed by the LC4ISREW Directorate within Army Headquarters’ G8 – Systems and Integration Branch.
Its Capability Management Office provides program support, governance, strategy, procurement, finance and business intelligence services in accordance with the Defence Capability System.
You will work as an integrated member of the Capability Management Office, strengthening engineering governance, capability integration, technical assurance and risk management across the portfolio.
RESPONSIBILITIES
Systems engineering management and leadership
Provide systems engineering management and technical leadership, coordinating engineering activities to support LC4ISREW capability outcomes.Provide specialist engineering advice across capability management, development, acquisition, integration and sustainment.Support contemporary systems engineering principles, methodologies and practices across the portfolio.Supervise, coordinate and provide technical direction to Defence, APS and contracted engineering personnel as required.Engineering governance and technical assurance
Establish and coordinate engineering governance activities, technical review forums and engineering working groups.Review technical artefacts, engineering documentation and contractor deliverables for completeness, quality and suitability.Provide engineering assurance advice and support compliance with Defence engineering policies, standards, procedures and frameworks.Identify, assess and manage engineering risks, issues and dependencies.Capability integration and architecture
Assess system-of-systems integration requirements and capability dependencies.Advise on capability architecture, interoperability and technical integration.Support development and review of technical strategies, architectures, concepts and planning documentation, providing engineering input to future capability decisions.Digital engineering and Model Based Systems Engineering (MBSE)
Support the adoption and application of MBSE methodologies across the LC4ISREW portfolio.Advise on MBSE for requirements management, architecture development, integration planning, technical assurance and lifecycle management.Lead and support engineering transformation to improve capability visibility, traceability, interoperability and governance.Identify and assess opportunities to apply emerging digital engineering technologies, including automation and AI-enabled engineering tools, to improve analysis, assurance and decision support.Stakeholder engagement and capability management
Engage Defence, industry, DDG/DDA and other stakeholders to support engineering outcomes and resolve technical issues.Represent LC4ISREW engineering interests in technical, governance and decision-making forums, including workshops and design reviews.Contribute engineering expertise to capability planning, force modernisation and organisational design.Prepare reports, briefs, assessments and recommendations for senior leadership.DELIVERABLES
Specific deliverables and timeframes will be agreed with the Commonwealth Representative upon commencement.
Work encompasses engineering advice, reviews and assurance assessments, governance activities, integration and architecture inputs, and executive briefs and recommendations.
Monthly status reports on deliverables, risks and issues may be required.
ESSENTIAL CRITERIA
Demonstrated systems engineering leadership or management within complex Defence, government or equivalent large-scale technical environments.Experience applying systems engineering principles across capability development, acquisition, integration, sustainment and modernisation.Experience in engineering governance, technical assurance, engineering risk management and engineering review activities.Experience reviewing, assessing and assuring complex technical documentation, engineering artefacts and contractor deliverables.Experience engaging and influencing senior Defence, government, industry and technical stakeholders.Understanding of, and experience applying, overseeing or advising on, MBSE principles and methodologies.Experience applying systems integration, interoperability and system-of-systems engineering concepts in complex capability environments.Ability to provide senior technical and strategic engineering advice to decision-makers.Highly developed written and verbal communication skills, including executive briefs, reports and recommendations.DESIRABLE CRITERIA
Tertiary qualifications in Systems Engineering, Engineering, Computer Science, Information Technology or a related discipline.Formal systems engineering qualifications, certification or professional accreditation.Formal training, certification or demonstrated practitioner experience in MBSE and/or relevant digital engineering tools and methodologies.Experience identifying, evaluating or applying emerging digital engineering technologies, including automation and AI-enabled engineering tools, for analysis, traceability, assurance or decision-making.Experience in Defence capability management, acquisition, integration or sustainment, or equivalent complex government capability programs.Experience in Land, Joint or Integrated Force capability environments.Project Management, Program Management or Engineering Management qualifications.OTHER ENGAGEMENT REQUIREMENTS
Availability to travel when required and directed by the Commonwealth Representative.Regular in-person meetings and email/telephone engagement with Army Headquarters personnel.
Off-site work may be required depending on office space availability.Carry a mobile phone during work hours, particularly when out of the office.Commonwealth-verified timesheets support monthly invoicing in arrears.Work is generally not required during Defence’s Christmas stand-down, approximately 10 working days, unless requested.The Commonwealth may suspend the engagement to manage task delays with five working days’ notice.Comply with Defence security guidance, maintain the required clearance and promptly report security breaches.Probity, conflict-of-interest and Commonwealth Supplier Code of Conduct requirements apply.
