Overview
TISTA is seeking an Engineer Solution Lead to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program.
This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The Engineer Solution Lead is the platform and integration engineering authority for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line.
This is a designated Key Personnel position that VA requires be maintained for the life of the contract, and any substitution must be coordinated with the Contracting Officer, VA Program Manager, and CORs with equal or greater qualifications.
Where the Solution Technical Lead owns application code and Scrum Team technical direction, the Engineer Solution Lead owns everything the applications run on and connect through: the enterprise integration platform, container hosting in the VA Enterprise Cloud and VA Platform One, environment provisioning, infrastructure as code, cloud migration execution, disaster recovery and continuity of operations, and application performance monitoring and observability.

Responsibilities
Act as the primary accountable lead for platform, integration, and hosting engineering, providing daily direction to cloud, platform, and data engineers while translating architecture into operating services.Represent the organization to VA cloud and infrastructure stakeholders and coordinate with OEM partners (such as Red Hat, InterSystems, and Databricks) to manage platform engineering and escalate defects.Own and operate the enterprise integration hub and multi-tenant OpenShift environment, engineering resilient bi-directional interfaces (e.g., APIs, HL7, EDI) for systems like Oracle Health EHR and iFAMS.Oversee environment provisioning and build reusable CI/CD pipeline infrastructure using Infrastructure as Code (Ansible, Helm, Terraform) ensuring compliance with DISA STIGs and VA security standards.Lead end-to-end migrations into the VA Enterprise Cloud, managing cutovers, producing migration deliverables, and providing ongoing cloud operations, patching, and cost optimization.Establish and test Disaster Recovery (DR) and Continuity of Operations (COOP) plans with defined RTO/RPO thresholds, and deploy comprehensive application performance monitoring (APM) tools.Drive platform-level incident response, root cause analysis, and after-hours escalation for critical issues, while providing capacity forecasting to support infrastructure scaling.Function as a technical mentor and hiring lead, conducting interviews, building a robust engineering talent bench, and ensuring all teams comply with environment disciplines and training requirements.Advance corporate thought leadership and growth by improving reusable infrastructure playbooks, validating AI-assisted DevSecOps tools, leading communities of practice, and supporting corporate quality audits.
Qualifications
12+ years of IT engineering experience, with at least 5 years leading platform, cloud, and integration teams on large federal IT programs within Agile/SAFe environments.5+ years of hands-on expertise building and operating secure, multi-tenant containerized platforms using OpenShift, Kubernetes, and Infrastructure as Code (Ansible, Terraform).5+ years managing enterprise integration platforms (e.g., InterSystems IRIS), handling API management, service orchestration, and healthcare data standards like HL7, FHIR, and EDI.Proven track record of leading end-to-end cloud migrations into federal environments (AWS, Azure, VA Enterprise Cloud), managing everything from initial build-out to failover testing.Deep expertise in resilience engineering and disaster recovery, ensuring high availability (99.99%), edge resilience for hospital sites, and strict RTO/RPO thresholds.Extensive experience designing CI/CD pipelines and embedding advanced application performance monitoring (APM) and observability tools (e.g., Dynatrace, Splunk) into the delivery process.Thorough understanding of VA OIT infrastructure and security standards, including TRM, TIC 3.0, IPv6-only requirements, and managing ATO/FedRAMP compliance for cloud systems.Highly preferred experience engineering legacy coexistence (e.g., safely integrating with legacy VistA systems) and managing bi-directional interfaces with major platforms like Oracle Health EHR and iFAMS.Strong operational leadership capabilities, including managing major incident responses, leveraging AI-assisted SDLC/AIOps tools, and mentoring cross-functional engineering teams.
Certifications
Red Hat Certified Specialist or Architect in OpenShift Administration.AWS Solutions Architect or AWS DevOps Engineer, or Azure Solutions Architect or Azure DevOps Engineer.SAFe Agilist (SA), SAFe Architect (ARCH), or SAFe Agile Product and Solution Management (APSM).
Education
Bachelor's degree in Computer Science, Computer Engineering, Information Systems, or related field.Master's degree preferred.
Clearance
Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
Rockville, MD / Remote (CONUS).Travel: Up to 10%.
Pay Range
The suggested pay for this position ranges from $171,00 to $183,000.The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.Also, certain positions are eligible for additional forms of compensation, such as bonuses.TISTA associates are eligible to participate in our comprehensive benefits plan!
