Job Summary Seeking a Rules Analyst to support mission compliance activities by analyzing legal and policy documents, identifying compliance obligations, and translating those obligations into actionable controls, system requirements, and machine-readable rulesThis position works closely with customers and mission stakeholders to interpret established authorities, develop compliance-focused guidance, and support automation of compliance processesThe ideal candidate brings extensive experience with Intelligence Community authorities, legal and policy analysis, privacy compliance, and the development of structured rules and documentation that support mission operations Primary Responsibilities Analyze legal and policy documents to extract key information in accordance with established guides, procedures, and authoritiesIdentify compliance obligations contained within legal, regulatory, and policy documentation.Analyze compliance obligations and translate them into controls, system requirements, and machine-readable rules that support compliance automationEngage with customers to understand problems, clarify requirements, and identify solutions based on existing documentation, authorities, and guidanceProvide subject matter expertise in the development of mission compliance-related policy, procedures, and guidanceDevelop, maintain, and improve user guides and other documentation supporting the analysis of legal and policy documentsPrepare reports, responses, briefings, and other documentation for technical, operational, legal, and leadership audiencesUse word processing and presentation tools such as Microsoft Word, PowerPoint, and Adobe Acrobat Pro.Use task tracking, collaboration, and documentation tools such as Confluence and JIRAApply practical knowledge of customer authorities when evaluating compliance requirements and mission activitiesDevelop innovative methods for categorizing, organizing, tracking, and managing compliance obligations.Maintain relationships among compliance obligations, associated controls, system requirements, and machine-readable rulesSupport the design and continuous improvement of compliance automation capabilitiesCollaborate with legal, technical, policy, compliance, and mission stakeholders to ensure accurate interpretation and implementation of requirementsReview compliance-related documentation for accuracy, consistency, completeness, and alignment with applicable authorities Required Qualifications Must have active Top Secret/SCI clearance with NSA Full Scope PolygraphTen (10) to Fifteen (15) years of relevant experience supporting programs involving customer authoritiesBachelor’s degree in a relevant discipline such as law, a technical field, library science, or a related area from an accredited college or universityA Master’s degree or Juris Doctor (J.D.) may be substituted for two (2) years of experience, reducing the experience requirement to eight to thirteen (8-13) yearsFour (4) additional years of relevant experience may be substituted for the bachelor’s degree, for a total of fourteen to nineteen (14-19) years of experienceJ.D. and at least five (5) years of experience in the legal or technical aspects of Intelligence Community privacy complianceDemonstrated experience analyzing legal, policy, regulatory, or compliance documentationPractical familiarity with applicable customer authoritiesStrong written and verbal communication skills Desired Qualifications Experience developing or maintaining compliance controls, system requirements, or machine-readable rulesExperience supporting compliance automation initiativesStrong legal and policy research and analytical skillsAbility to interpret complex authorities and translate them into clear operational requirementsExperience preparing briefings and written products for diverse audiencesStrong organizational skills and attention to detailAbility to work effectively across legal, technical, compliance, and mission-focused teams Exempt hourly position. 11 paid holidays, minimum of 3 weeks PTO, company sponsored group medical plan, company paid dental, vision, life insurance, and STD/LTD plans. Salary is dependent upon the candidate’s experience and qualifications. The Pay Range For This Role Is 145,000 - 175,000 USD per year(NBP)
