Description Of Services POSITION SUMMARY The Texas Commission on Environmental Quality (TCEQ) is seeking a skilled Programmer to support the development and maintenance of the Paris and TERP (Texas Emissions Reduction Plan) applications. Working within the TSS-ACN Staff Augmentation program, the contractor will design, develop, and enhance Java-based software components that support TCEQ environmental program systems. This role requires a software developer who is proficient in Java and experienced across the software development lifecycle, capable of delivering quality code that meets agency standards and business requirements while collaborating effectively with TCEQ technical staff and stakeholders. Design, develop, and maintain Java-based modules for the Paris and TERP applications. Write clean, well-documented code that adheres to established coding standards and agency development guidelines. Translate business and technical requirements into functional, maintainable software components. Debug, troubleshoot, and resolve defects across application components throughout the development and testing lifecycle. Software Development Lifecycle (SDLC) Participation Participate in all phases of the SDLC, including requirements analysis, design, development, testing, and deployment. Apply appropriate SDLC methodologies (Agile, Waterfall, or Hybrid) as directed by the project team and TCEQ standards. Contribute to technical design sessions, code walkthroughs, and peer reviews to maintain code quality and team alignment. Support implementation and conversion planning activities as application components are promoted to production. Collaboration & Technical Support Collaborate with business analysts, and other project team members to develop and refine application architecture. Assist junior team members with development tasks and provide coaching and technical guidance as needed. Proactively address production support issues and recommend improvements to application performance and stability. Communicate progress, risks, and blockers clearly to team leads and project management. Documentation & Standards Compliance Develop and implement test plans that address system design requirements and user acceptance scenarios. Document technical designs, code logic, audit trails, and security requirements in accordance with TCEQ standards. Suggest and implement document controls and technical specifications aligned with project requirements. Help define and refine coding standards and best practices for the project team. Prototyping & Continuous Improvement Develop or contribute to the development of prototypes to validate technical approaches and solution design. Identify and evaluate alternative technical solutions to meet changing customer requirements. Apply metrics and measurement processes to improve team productivity and delivery quality. Stay current on relevant programming languages, frameworks, and technologies applicable to the TCEQ application environment. Required Skills & Qualifications Education Bachelor's Degree in Computer Science, Information Technology, Software Engineering, or a related field; or equivalent work experience. Experience Minimum of 8 years of professional programming experience. Demonstrated experience developing applications using Java in a professional software development environment. Experience working across at least one structured SDLC methodology (Agile, Waterfall, or Hybrid). Experience with web-based technologies and application development frameworks relevant to enterprise systems. Technical Skills Proficiency in Java Development and familiarity with at least one additional programming language. Experience with web technologies such as Java (17, 21), PLSQL/SQL, Hibernate, Spring, JSF, REST/SOAP (HTML/XML/JSON), Javascript, or related front-end languages. Primefaces Multi-threading experience Familiarity with data modeling concepts and relational database technologies. Ability to develop and execute test plans, including unit and integration testing. Working knowledge of version control systems and software development tools used in enterprise environments. Soft Skills Strong written and oral communication skills, with the ability to clearly convey technical concepts to team members and stakeholders. Ability to work collaboratively in a team environment and to mentor or guide less experienced developers. Strong analytical and problem-solving skills with the ability to break down complex requirements into actionable development tasks. Ability to manage competing priorities, adapt to changing project requirements, and maintain delivery quality under timeline constraints. Preferred Qualifications Experience with government or regulatory agency application environments, particularly environmental or compliance-related systems. Familiarity with the Texas Emissions Reduction Plan (TERP) program or similar environmental reporting platforms. Experience developing applications that interface with state or federal regulatory databases. Knowledge of application security practices and secure coding standards. Experience with Agile delivery methodologies and related tools (e.g., Jira, Azure DevOps). Familiarity with enterprise integration patterns and RESTful API development. #DICE
