Main Purpose and Function The Project Engineer represents the Engineering department in land development projects that fall under the Major Projects section of the Development and Major Projects branch. The position reports up to the Senior Program Manager of Major Projects. The position works in a small team of staff made up of civil engineers, project managers and support staff. Specific Duties And Responsibilities Responsible for facilitating large area development in the rezoning and development permit application process and construction phasesNegotiates directly with internal staff, developers, consultants and outside agencies to establish the City’s needs for developer related infrastructure improvementsImplements and provides input on development conditions for rezoning and development permit applications through coordinating the department’s review with feedback from various internal groups and preparing memos and reports for approval, including conflict resolutionProvides technical advice and resolves technical issues and conflicts with other departments, developers, architects, engineers, and contractors including organizing and attending meetingsResponsible for instructing Legal Services and reviewing draft agreements to facilitate development, primarily for the purposes of securing development conditions for public works and rights-of-wayAdministers collection of letters of credit / security and cash payments for permitsSupport developing relevant department by-laws, policies, processes, tools, and guidelinesFosters the relationship between the City and the development/construction industry, with a focus on minimizing impacts to residents, business owners and the publicChairs meetings between internal staff, developers, and consultantsMakes presentations to Council, Committees of the Whole, and advisory committees to CouncilManages the design, construction, and acceptance process for large-scale developer funded road works including financial account managementResponds to public enquiries regarding development projectsOther duties/responsibilities as assigned Qualifications Education and Experience: Bachelor’s degree in Civil Engineering with a Professional Engineer designation and a minimum of 4 years related experience involving a broad range of engineering, operational and administrative responsibilities, or equivalent combination of education and experience. Registration or eligibility for registration as a Professional Engineer in British Columbia. An experienced Engineer-In-Training will also be consideredMunicipal Engineering experience would be an asset Knowledge, Skills And Abilities Extensive knowledge in the City’s land development process and relevant City by-lawsExperience in engineering and project management including planning, detailed design, construction, and contract management of engineering projectsDemonstrates a clear understanding of the department’s role in the land development processAbility to effectively negotiate complex issues with developers in the best interest of the department, City, and taxpayersAbility to build relationships and influence others while respecting the sensitive and political challenges that impact decisionsAbility to manage multiple projects and processes with competing schedules and resourcesStrong written and oral communication skills Business Unit/Department: Engineering Services Affiliation: Exempt Employment Type: Regular Full Time Position Start Date: November, 2026 Salary Information: Pay Grade RNG-080: $102,960 to $128,691 per annum Application Close: October 5, 2026 At the City of Vancouver, we are committed to recruiting a diverse workforce that represents the community we so proudly serve.
