Role Description The Senior Project Manager and Civil Engineer will lead land development projects from concept through design, approvals, and construction in Kingston, ON. This full-time, on-site role is responsible for overseeing project planning, civil engineering design, budgeting, scheduling, and coordination with clients, consultants, contractors, and public authorities. Day-to-day tasks include preparing and reviewing engineering drawings and technical reports, managing infrastructure and site servicing designs, and ensuring compliance with municipal and provincial standards. The role involves leading contract administration activities, monitoring construction progress, resolving technical issues, and implementing risk management strategies to keep projects on track. The Senior Project Manager and Civil Engineer will also mentor team members, contribute to business development efforts, and support continuous improvement of INSITE’s processes and methodologies. Qualifications Have a minimum of 10 years working experience in the field of municipal infrastructure design and land development projectsStrong project delivery capabilities with proven experience in Project Management and Construction Management for land development or infrastructure projects.Advanced technical expertise in Civil Engineering and Infrastructure design, including site grading, stormwater management, roadways, and municipal services.Solid financial and planning skills with proficiency in Budgeting, cost estimation, and schedule management.Has a bachelor’s degree in Civil Engineering and professional engineering designation (P.Eng.)Demonstrated ability to manage complex approval processes, liaise with municipalities and regulatory agencies, and interpret applicable codes and standards.Strong interpersonal, negotiation, and communication skills, with the ability to collaborate effectively with multidisciplinary teams and clients.Experience in contract administration, tender review, and construction oversight, including field inspections and reporting.Proficiency with civil design and drafting software (e.g., AutoCAD, Civil 3D) and general office tools for documentation and project coordination.Proven ability to prioritize multiple projects, and make informed decisions in a fast-paced environment.
