Full Stack .NET Developer

Title: Full Stack .NET Developer Location: Saint Paul, MN (Hybrid) Duration: 8 Months Interview Type: In person Description of Engagement The Minnesota Department of Information Technology Services (MNIT), partnering with the Minnesota Department of Labor and Industry (DLI), is seeking one (1) full-time .NET developer resource to perform specialized application development services to support DLI’s Workers’ Compensation technology system (Campus). The Campus system consists of approximately 20 microservices hosted within a Microsoft Azure environment and utilizes Azure Functions, App Services, CI/CD pipelines, a SQL database, multiple external system integrations, and a mature branching and deployment model supporting a multi-tier environment. The full stack .NET developer resource under this engagement will perform application analysis, coding, code remediation, testing, troubleshooting, and deployment activities to enhance and improve the Campus system. The resource’s work will also include the creation and enhancement of automated testing capabilities to validate system functionality, improve code quality, and minimize operational risk. Work will utilize the Agile methodology. The resource will work closely with the DLI Campus team, MNIT staff, and project stakeholders to ensure alignment with State architecture, security, and development standards. Sample Tasks Develop .NET and Angular code based on user stories.Create unit tests to validate that continued functionality of system meets minimum 80% code coverage.Perform application analysis and swarm with other developers to troubleshoot blockers and brainstorm solutions.Participate in daily stand-up meetings to provide updates on work, identify blockers, and stay informed of the priorities for upcoming work.Participate in biweekly sprint review meetings to present system changes to users and stakeholders to ensure the changes are meeting their needs.Participate in other product team ceremonies such as sprint planning, backlog refinement, and sprint retrospectives.Perform functional testing.Document code changes.Update and manage assigned Jira tickets.Create and configure Azure Functions to support scalable, event-driven processing.Create and configure deployment CI/CD pipelines and SQL database connections in Azure including automated testing, security scans, and release gates.Collaborate with cross-functional teams and participate in code reviews.Ensure that work product is aligned with State architecture, security, and development standardsArticulate technical concepts in plain language to non-technical stakeholders.Diagnose defects/issues and implement efficient solutions.Provide knowledge transfer to State staff.Perform other related duties as assigned.
