The Office of the Fire Marshal (OFM) is seeking a forward-thinking Product Development Lead to join a multidisciplinary team advancing Ontario's province-wide Simultaneous Notification Solution (SNS),working alongside project managers, business analysts, technology specialists, and subject matter experts, and collaborating closely with municipal and provincial partners. As a key member of the team supporting this high-profile provincial initiative, you will provide product and project leadership to support the successful implementation and ongoing evolution of the Simultaneous Notification Solution (SNS). You will lead stakeholder engagement, build strong partnerships with municipal and provincial stakeholders, oversee project planning, tracking, and reporting, and support the adoption of innovative technology solutions. You will provide expert analysis and advice to senior management and project team members, while driving initiatives from concept through implementation. Your work will contribute to improved emergency response coordination, enhanced information sharing, and better public safety outcomes for communities across Ontario. This is more than a Product Development Lead role. About the job In this role, you will: •Provide product leadership and serve as a subject matter expert on the Simultaneous Notification Solution (SNS), developing and maintaining a deep understanding of its capabilities, implementation, stakeholder requirements, operational impacts, risks, and future roadmap. •Lead projects to design, build, and implement new or enhanced technological products and processes. •Manage projects from initiation to close out, ensuring alignment with OPS and ODS project management methodologies. •Consult with internal stakeholders to identify needs, challenges, and opportunities. •Conduct business needs assessments and recommend changes to programs, processes, and digital roadmaps. •Develop business cases, proposals, and options analyses to support modernization and service delivery improvements. •Analyze program performance, risks, and opportunities to inform decision making. •Conduct cost benefit analyses, risk assessments, and business/systems design activities. •Lead change management strategies to promote adoption and consistent implementation across organizations. •Prepare briefings, presentations, and updates for senior executives and steering committees. •Provide guidance to ministry teams, external vendors, and partners throughout the project lifecycle. What you bring to the team Business & Digital Knowledge You have knowledge of: •Business lifecycle management, business modelling, process methodology, prototyping, and re-engineering. •Technology-enabled solutions, system interoperability concepts, and market trends to identify product opportunities and inform solution design. • Issues management, risk assessment, and decision-support practices to support timely resolution and decision making. •Ministry and government strategic directions to ensure alignment with program and policy objectives. Project & Change Leadership You have knowledge of: •Project management principles to lead complex initiatives and ensure effective delivery. •Performance measurement, quality assurance, change management, and risk management. •Methods to support business process improvement and consistent implementation across the organization. Communication & Relationship Skills You have: •Strong communication skills to prepare reports, recommendations, and briefing materials for senior leaders. •Facilitation and consulting skills to build partnerships, lead discussions, and support decision making. •Persuasion and negotiation skills to align diverse viewpoints and promote consistent implementation. •Advisory skills to guide staff on evaluation, performance measures, and business review approaches. Analytical & Problem Solving Skills You can: •Conduct qualitative, quantitative, financial, and statistical analyses to assess program relevance, effectiveness, and sustainability. •Interpret analytical methods to anticipate workload/resource needs and identify business process gaps. •Develop innovative business strategies that enhance efficiency and cost effectiveness of digital systems. •Design and evaluate costing and data models, synthesize information, and develop actionable recommendations. •Plan and implement evaluations, manage project budgets and schedules, and coordinate data collection and analysis.
