This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) - Innovation and Competitiveness Department (INCO) - Digital Infrastructure Division (DIGIINFRA), at its headquarters in Luxembourg, a Digital Infrastructure Engineer* - AI Infrastructure and Strategic Technologies. Internal benchmark role: Sector Engineer This is a full-time position at grade 5. Panel interviews are foreseen for November 2026. If you are passionate about the infrastructure powering artificial intelligence and Europe’s strategic technologies, this role offers the opportunity to shape high-impact investments at the intersection of engineering, finance and public policy. You will assess complex projects across AI-ready data centres, high-performance computing, semiconductors, quantum technologies and advanced connectivity, helping strengthen Europe’s digital competitiveness, resilience and technological sovereignty. Purpose The Project Directorate’s (PJ) mission is to provide independent advice to the EIB’s decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring the implementation of the ongoing investment projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental, Climate and Social experts, Procurement experts), who work together in multi-disciplinary project teams, and in a close contact with the other EIB operational services. The Digital Infrastructure Division (DIGIINFRA), part of the Innovation and Competitiveness Department (INCO) of PJ, covers digital infrastructure and strategic technologies, including data centres, high-performance computing, semiconductor value chains, quantum technologies and advanced telecommunications networks. The Division supports the Bank’s strategy for innovation, digitalisation and resilience, including its priorities on Digitalisation and technological innovation and Security and defence. The successful candidate will focus on projects across the AI infrastructure value chain in the EU and in other countries where the Bank operates. The Digital Infrastructure Engineer will assess, within multidisciplinary teams, the strategic alignment, technical soundness, financial viability, resilience, security and sustainability of digital infrastructure investments. You will review technical documentation, prepare appraisal reports and other decision-making material, and monitor approved projects through implementation and completion. You will also contribute to sector studies, policy and methodology work, market intelligence and the identification of new financing opportunities. You will monitor developments across technology, markets and public policy, translate them into practical insights for internal stakeholders, and help develop external cooperation with the European Commission, international financial institutions, specialised institutes and industry partners. You will be required to travel to project locations within and outside the EU, normally for short trips of up to one week depending on the project location. Operating Network Reporting to the Head of the Digital Infrastructure Division, you will work autonomously while collaborating closely with engineers, economists, environmental, climate, social and procurement experts across PJ and with colleagues in Lending, Legal and Risk.You will build strong working relationships with project promoters, private-sector leaders, public authorities, EU institutions, international bodies, specialised institutes and other financial institutions, and represent the EIB at selected sector events and high-level project meetings. Accountabilities As a Digital Infrastructure Engineer, you will help shape and evaluate investments in the technologies underpinning Europe’s AI ambitions. You will combine engineering judgement, investment analysis and strategic insight to support sound financing decisions and deliver resilient, secure and sustainable infrastructure. What You'll Be Doing Appraise strategic infrastructure investments: Assess projects across AI-ready data centres and compute infrastructure, high-performance computing, semiconductor value chains, quantum technologies and advanced telecommunications networks.Deliver robust technical due diligence: Evaluate strategic alignment, technical soundness, , implementation readiness, operational performance, financial viability, resilience, security and sustainability, documenting conclusions in clear appraisal reports.Monitor delivery and results: Follow project implementation, assess completion and undertake further monitoring where required.Shape sector knowledge and policy: Prepare sector, policy and methodology papers and produce concise briefings and updates for internal stakeholders.Track emerging technologies and markets: Interpret technological, market and regulatory developments and share relevant insights across the organisation.Identify financing opportunities: Work with colleagues across the Bank to identify investments that support European competitiveness, resilience and technological sovereignty.Build high-value partnerships: Develop cooperation with EU institutions, international bodies, specialised institutes and financial institutions, and represent the EIB at selected forums and events.Contribute flexibly across priorities: Support other sectors and participate in priority initiatives across the Division, Department, Directorate and Bank. Qualifications University degree, (minimum bachelor’s degree) or equivalent professional qualification, preferably in engineering, computer science, telecommunications, electrical engineering, data centre engineering, semiconductor engineering, physics, applied sciences or a related discipline.At least 5 years (ideally 10 years) of recent and relevant professional experience in digital infrastructure project development, engineering or investment assessment. Preference may be given to candidates working at senior level and managing complex tasks or projects.Proven experience assessing complex infrastructure projects across feasibility, design, implementation and operation. A strong interest in, and at least a basic understanding of, two or more of the following: AI-optimised data centres, hyperscale or colocation infrastructure; HPC, GPU/accelerator clusters and cloud infrastructure; semiconductor manufacturing, advanced packaging and related supply chains; advanced telecom networks, fibre backbones, data centre interconnect and 5G/6G infrastructure, quantum computing or related technologies.Very good knowledge of the digital infrastructure sector, including global and EU policy and market trends, together with an understanding of infrastructure investment economics such as economic and financial rates of return and net present value. – Potential screening questionExcellent analytical and strategic-thinking skills, with a practical, results-oriented approach to problem solving.Sound judgement and resilience in complex, sensitive and time-critical assignments, and experience working in diverse international environments.Excellent knowledge of English and/or a good command of French (*). Knowledge of other EU languages would be an asset.Excellent knowledge of German would be an asset.
