Senior Buyer - Consultancy & Engineering Responsible for independently managing complex European and national tender processes within large-scale construction, infrastructure, maintenance, and technical projects. The role covers the full procurement cycle, from developing the tender strategy and market approach through evaluation and award. The ideal candidate is an experienced procurement professional who can manage multiple tenders simultaneously, advise stakeholders, ensure compliance, and coordinate effectively with legal, technical, and project teams. Responsibilities Independently manage European and national tender processes from start to finishDevelop appropriate procurement, tendering, and contracting strategiesCoordinate tender preparation, publication, evaluation, and awardOrganize assessment sessions with technical experts and stakeholdersAdvise project and program teams on procurement and commercial mattersEnsure procurement files are complete, compliant, and properly documentedCoordinate with legal advisors, contract specialists, and other stakeholdersIdentify procurement risks and implement appropriate mitigation measuresMonitor tender planning, quality, compliance, and progressManage multiple complex tender processes simultaneouslyRequirementsHBO or WO working and thinking levelMinimum 7 years of experience in procurement, buying, or tenderingDemonstrable experience with complex European tendersStrong knowledge of procurement legislation and compliance requirementsExperience in construction, infrastructure, maintenance, or technical projectsExperience with assessment, supplier selection, and award proceduresStrong stakeholder management experience in complex organizationsExcellent communication and organizational skillsAble to work independently, proactively, and results-orientedGood command of Dutch, both spoken and written
