Position Overview Justice Technology Services is seeking a Senior Software Developer (L3) with 10+ years of senior application development experience to support critical systems within the Corrections Systems Portfolio. The successful candidate will be responsible for the design, development, coding, unit testing, troubleshooting, maintenance, and enhancement of secure and scalable web and desktop applications. The role requires strong hands-on experience with Microsoft Azure, .NET/C#, ASP.NET MVC, Entity Framework, ReactJS, JavaScript, Azure DevOps, Azure Web Apps, Azure Functions, Azure Logic Apps, and Azure SQL/SQL Server. The Senior Software Developer will translate business requirements and functional specifications into high-quality, tested technology solutions while following established software development, security, accessibility, and DevOps best practices. Project Scope The Corrections Systems Portfolio is undertaking the development of an integrated risk assessment platform that will consolidate the following assessment tools: LSI-OR — Level of Service Inventory–Ontario RevisionRASO — Risk Assessment for Sexual OffendingODARA — Ontario Domestic Assault Risk AssessmentThe solution will integrate with the Offender Tracking Information System (OTIS) and enable the appropriate risk assessment(s) to be presented based on offender information available within OTIS. The successful candidate will contribute to the development and integration of this platform to support a people-centred, innovative, secure, and inclusive correctional system. Mandatory Qualifications Candidates must demonstrate all of the following: Application Development 10+ years of experience building and maintaining stable, secure, scalable web and/or desktop applications using Microsoft Azure and Microsoft .NET technologies.Demonstrated experience with full software development lifecycle, including requirements analysis, solution design, development, unit testing, deployment, troubleshooting, maintenance, and production support.Strong hands-on experience with:Microsoft Azure.NET / .NET CoreC#ASP.NET MVCEntity FrameworkReactJSHTML5CSSJavaScriptDemonstrated experience developing applications using Azure Web Apps.Demonstrated experience developing and supporting Azure Functions.Experience with Azure Logic Apps.Experience working with Azure DevOps for source control, work management, build automation, testing, and deployment.DevOps and CI/CD Demonstrated experience implementing and supporting DevOps and CI/CD practices.Experience developing automated build, testing, and deployment pipelines.Experience with code reviews, quality assurance, automated testing, and deployment automation.Ability to establish and promote best practices for local development, testing, code quality, and deployment.Database Management 5+ years of experience designing, building, modelling, configuring, and maintaining database management systems.Strong experience with Azure SQL Database and/or Microsoft SQL Server.Experience with:Database design and data modellingBackup and restore proceduresDatabase user administration and access controls, including Azure ADDatabase tuning and maintenancePerformance monitoringCapacity planning and forecastingData masking for production-to-test data replicationData migrationSupporting application teams with data design and database-related development activitiesKey Responsibilities The Senior Software Developer will: Design, develop, enhance, test, deploy, and maintain secure and scalable applications within the Corrections Systems Portfolio.Translate business requirements and functional specifications into well-designed, maintainable, and tested software solutions.Develop and maintain applications using C#, .NET/.NET Core, MVC, Entity Framework, ReactJS, HTML5, CSS, and JavaScript.Develop and maintain cloud-based solutions using Microsoft Azure.Develop and support applications hosted on Azure Web Apps.Design and develop Azure Functions using .NET technologies.Develop and integrate Azure Logic Apps where required.Develop and maintain Azure DevOps build and release pipelines.Implement automated build, testing, and deployment processes using CI/CD practices.Conduct code reviews and apply software development quality standards and best practices.Perform unit testing, troubleshooting, debugging, and root-cause analysis.Provide application maintenance, production support, break/fix services, and technical troubleshooting with minimal disruption to business operations.Analyze complex application and system problems and develop effective technical solutions.Design, develop, and maintain database solutions using Azure SQL Database and SQL Server.Perform database tuning, maintenance, monitoring, migration, backup/restore, security, and capacity-planning activities.Collaborate with business analysts, architects, project managers, QA teams, infrastructure teams, database specialists, and other technology stakeholders.Apply appropriate security, accessibility, privacy, and web development standards throughout the software development lifecycle.Establish and document technical best practices that can be adopted by other development teams.Participate in Agile development activities, including sprint planning, backlog refinement, daily stand-ups, reviews, retrospectives, and technical discussions.Maintain technical documentation and contribute to knowledge transfer across the team.Research and evaluate emerging technologies, tools, development techniques, and industry best practices relevant to the portfolio
