The Tools Engineer L3 β Software Asset Management is the senior technical owner for the SAM tooling landscape within a managed services environment.
This role is responsible for designing, configuring, and operating SAM tools; integrating them with discovery, CMDB, procurement, and ITSM systems; and acting as the L3 escalation point for complex issues and enhancements.
The engineer ensures that SAM tools reliably support license compliance, optimization, and governance; drives automation and data quality improvements; and collaborates closely with SAM, procurement, security, and operations teams.
Key Responsibilities

Tool Ownership & Architecture
Act as L3 technical owner for the SAM toolset (primary SAM platform plus supporting discovery/inventory tools).
Define and maintain tool architecture, integrations, and data flows (discovery β inventory β normalization β license position).
Design and implement configurations, customizations, and upgrades in line with best practices and governance standards.

Operations, Support & Incident Management
Provide L3 support for incidents, problems, and service requests related to SAM tools, including complex configuration or data issues.
Perform root cause analysis and implement permanent fixes for recurring tool issues and data inconsistencies.
Support on-call/major incident processes when SAM tools impact critical compliance/operational activities.

Data Quality, Normalization & License Positioning
Implement and refine discovery and normalization rules to improve software recognition and catalog accuracy.
Work with SAM analysts to ensure accurate license consumption and compliance reporting (effective license position).
Develop and maintain data quality dashboards and correction routines (e.g., duplicate assets, unmapped software, stale devices).

Integration & Automation
Design and maintain integrations between SAM tools and: CMDB/asset repositories Endpoint management (SCCM/Intune, etc.) Procurement/ERP systems ITSM platforms (ServiceNow, Remedy, etc.) Build and maintain automation scripts and workflows for routine operations (data imports/exports, reconciliations, notifications, clean-up).

Governance, Compliance & Optimization Support
Support SAM / Licensing teams by providing reliable tooling, data, and technical insights for audits and true-ups.
Implement policies and guardrails in the tools to support license governance (blacklists/whitelists, restrictions, reclamation workflows).
Contribute to license optimization initiatives by enabling accurate reporting and scenario analysis through the tools.

Documentation, Standards & Continuous Improvement
Develop and maintain technical documentation, runbooks, and configuration baselines for the SAM toolset.
Define standards and best practices for SAM tool usage, configuration, and integration.
Identify and drive continuous improvement opportunities (new features, performance tuning, automation, reporting enhancements).
Required Skills & Competencies
Strong hands-on experience with at least one enterprise SAM platform (e.g., Flexera, ServiceNow SAM Pro, Snow, or equivalent).
Good understanding of software licensing models (per device, per user, server/CAL, core-based, subscription/SaaS) and their impact on data and tooling.
Experience with discovery / inventory tools and CMDB concepts.
Proficiency with SQL and/or scripting (e.g., PowerShell, Python) for data analysis, automation, and troubleshooting.
Experience with system integrations (APIs, web services, scheduled imports/exports) between SAM tools and other IT systems.
Familiarity with ITSM/ITIL processes (Incident, Problem, Change, Request) in a managed services context.
Strong analytical, troubleshooting, and documentation skills.
Good communication and stakeholder management skills; able to work with SAM analysts, procurement, security, and operations teams.
Good-to-Have
Exposure to cloud/SaaS license management (M365, Azure, AWS, Salesforce, etc.) within SAM tools.
Experience with reporting/BI tools (Power BI, Tableau, etc.) for advanced SAM analytics.
Certifications in ITIL, SAM (e.g., CSAM), or specific SAM tools/platforms.
