Senior Java Software Engineer

Applicants MUST hold an NV1 security clearance and MUST be located in Canberra Key duties and responsibilitiesThe Specified Personnel will provide senior Software engineering services, delivering secure, scalable, resilient cloud-native solutions across AWS technologies. Working within multi-disciplinary Agile teams, they will design, develop, deploy, maintain and optimise cloud-based applications, integrations, APIs, serverless services and containerised workloads. The resource will deliver solutions aligned with business requirements, enterprise architecture standards, security policies and AWS best practices, providing technical leadership across the full software development lifecycle from design through deployment and operational support. The Specified Personnel will be responsible for providing the following deliverables including but not limited to: Designing and developing cloud-native applications, APIs, microservices and integration services using Java, Python, Node.js, JavaScript, TypeScript and modern cloud frameworks hosted on AWS;Building event-driven, serverless and containerised solutions leveraging AWS services including Lambda, ECS, EKS, API Gateway, EventBridge, SNS, SQS and Step Functions;Designing and provisioning AWS infrastructure using Infrastructure as Code (Terraform, CloudFormation, AWS CDK) in accordance with security, governance and operational requirements;Developing and maintaining CI/CD pipelines to automate testing, deployment, release and infrastructure provisioning processes across development, test and production environments;Developing reusable cloud components, services and deployment patterns that support multiple business initiatives and improve delivery capability;Translating business requirements and user stories into high-quality, secure, scalable and resilient cloud-based software solutions;Performing testing, code reviews and quality assurance including unit, integration, automated testing and defect resolution;Investigating, analysing and resolving production incidents, defects and performance issues;Collaborating on technical design and architecture, including solution design workshops, architecture reviews and cloud governance forums;Providing specialist technical advice on AWS technologies, cloud-native architecture patterns and emerging cloud capabilities to guide solution design decisions;Communicating technical concepts and architecture decisions to technical and non-technical stakeholders; build effective relationships with business, technical teams and delivery partners;Actively participate in Agile ceremonies and contemporary delivery practices to support successful cloud solution delivery.Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices. The Specified Personnel will be responsible for producing the following deliverables, including but not limited to: Solution Designs;Cloud Architecture Diagrams;API Specifications;Infrastructure-as-Code Artefacts;Operational Runbooks;Deployment Guides;Support Documentation;Functional and Non-Functional Specifications.All deliverables performed by the specified personnel must: be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; andmeet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time. Measures and monitors applications of project/team standards for software construction, including software security. Contributes to the development of organisational policies, standards, and guidelines for software development.Software design level 4 – Designs complex software applications, components and modules. Uses appropriate modelling techniques following agreed software design standards, guidelines, patterns and methodology. Creates and communicates multiple design views to balance stakeholders’ concerns and to satisfy functional and non-functional requirements. Identifies, evaluates and recommends alternative design options and trade-offs. Models, simulates or prototypes the behaviour of proposed software to enable approval by stakeholders, and effective construction of the software. Verifies software design by constructing and applying appropriate methods. Reviews, verifies and improves own designs against specifications. Leads reviews of others designs.Systems design level 5 – Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.Systems integration and build level 5 – Plans and drives activities to develop organisational systems integration and build capabilities including automation and continuous integration. Identifies, evaluates and manages the adoption of tools, techniques and processes to create a robust integration framework. Provides authoritative advice and guidance on any aspect of systems integration. Leads integration work in line with the agreed system and service design. Assesses risks and takes preventative action. Measures and monitors applications of standards. Contributes to the development of organisational policies, standards, and guidelines for systems integration.Required criteriaEmerging technology monitoring level 5 – Monitors the external environment to gather intelligence on emerging technologies. Ensures that test, validation and configuration management are included in all release and deployment activities. Provides authorisation for critical release activity and point of escalation.Business process improvement level 5 – Manages the execution of business process improvements. Analyses and designs business processes to identify alternative solutions to improve efficiency, effectiveness and exploit new technologies and automation. Develops graphical models of business processes to facilitate understanding and decision-making. Assesses the feasibility of business process changes and recommends alternative approaches. Selects, tailors and implements methods and tools for improving business processes at programme, project or team level. Contributes to the definition of organisational policies, standards, and guidelines for business process improvement. Successful applicant must work full time on site for 3 months or until they understand the department’s ICT landscape, requirements and project objectives. Flexible working arrangements may be considered afterward, subject to approval per the Department’s operational needs and ICT Contractor Working from Home Guidelines. Contractors must be on-site in Canberra at least 2 days per week. Remote work costs (eg travel, accommodation, utilities, equipment) are the contractor’s responsibility.
