Applicants MUST hold a Baseline security clearance and MUST be located in Canberra Key duties and responsibilitiesThe Specified Personnel will be responsible for providing the following deliverables including but not limited to: Developing complex software applications using JavaScript technologies that meet business needs (user stories linked to business outcomes), design specifications, industry standards, agreed service levels, departmental policies, procedures and corporate objectives such as enterprise architecture artefacts;Providing technical advice and support to the technical lead, product owner, co-design representatives, business analysts, solution architects, testers and other various stakeholders;Reviewing solution designs and providing feedback;Developing, maintaining and enabling automated performance of unit testing for system components;Development and maintenance of Azure DevOps Pipelines to manage automated deployments, security scanning and quality assurance;Complying with departmental methodologies (e.g. project, service, release and change management) to maintain, support and review/upgrade existing capabilities;Providing delivery managers, the product owner and the multi-disciplinary team with status updates and development effort estimates for changes during and outside of Agile ceremonies;Security vulnerability remediation, library and package updates, including dependency management, in accordance with departmental processes;Leading and participating in code review practices with peer developers;Participating in technical verification testing (TVT) post PROD deployments;Troubleshooting production system incidents, problems and defects. The Specified Personnel will be responsible for producing the following deliverables, including but not limited to: Producing working software that is demonstrated to the Product owner meeting the multi-disciplinary team’s (MDT’s) Definition of Done;Contribution to Functional & Non-functional Specifications. Essential criteria1. Emerging technology monitoring level 5 - Monitors the external environment to gather intelligence on emerging technologies. Assesses and documents the impacts, threats and opportunities to the organisation. Creates reports and technology roadmaps and shares knowledge and insights with others. 2. Methods and tools level 5 - Provides advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards. Evaluates and selects appropriate methods and tools in line with agreed policies and standards. Contributes to organisational policies, standards, and guidelines for methods and tools. Implements methods and tools at programme, project and team levels including selection and tailoring in line with agreed standards. Manages reviews of the benefits and value of methods and tools. Identifies and recommends improvements. 3. Programming/software development level 5 - Takes technical responsibility across all stages and iterations of software development. Plans and drives software construction activities. Adopts and adapts appropriate software development methods, tools and techniques. Measures and monitors applications of project/team standards for software construction, including software security. Contributes to the development of organisational policies, standards, and guidelines for software development. 4. Software design level 4 - Designs complex software applications, components and modules. Uses appropriate modelling techniques following agreed software design standards, guidelines, patterns and methodology. Creates and communicates multiple design views to balance stakeholders' concerns and to satisfy functional and non-functional requirements. Identifies, evaluates and recommends alternative design options and trade-offs. Models, simulates or prototypes the behaviour of proposed software to enable approval by stakeholders, and effective construction of the software. Verifies software design by constructing and applying appropriate methods. Reviews, verifies and improves own designs against specifications. Leads reviews of others designs. 5. Specialist advice level 4 - Provides detailed and specific advice regarding the application of their specialism to the organisation's planning and operations. Actively maintains knowledge in one or more identifiable specialisms. Recognises and identifies the boundaries of their own specialist knowledge. Where appropriate, collaborates with other specialists to ensure advice given is appropriate to the organisation's needs. 6. Systems design level 5 - Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components. Required criteria1. Minimum 5+ years’ experience working with JavaScript technologies 2.Minimum 1+ years’ experience working with Applications hosted in AWS Cloud environments 3. Demonstrated experience with: o React; o CSS, Less CSS & HTML; o Typescript or any Javascript MVC frameworks; o Web Services (SOAP and RESTful); o Source code management using Git with Azure DevOps; o Azure Pipelines and related Azure technologies; o Designing, developing, supporting and maintaining capabilities in large complex ICT environments. 4. Demonstrated ability to contribute design advice using both technical expertise and excellent communication skills. Successful applicant/s must work full time on site for 1 month or until they understand the department’s ICT landscape, requirements and project objectives. Flexible working arrangements may be considered afterward, subject to approval per the Department’s operational needs and ICT Contractor Working from Home Guidelines. Contractors must be on-site in Canberra at least 2 days per week. Remote work costs (eg travel, accommodation, utilities, equipment) are the contractor’s responsibility.
