Role Purpose The Human Resources & Compliance Lead will play a critical role in supporting the successful mobilisation and delivery of a large‑scale data centre project in Germany. The position is responsible for ensuring full compliance with German employment legislation, immigration requirements, and internal company HR policies, while providing hands‑on HR and administrative support to a multicultural, rotational workforce. Working closely with the Project Management, Operations, Commercial, and Site Administration teams, the role will act as the central point of contact for HR, compliance, and workforce administration on the project. The position will be both strategic and operational, supporting project set‑up, mobilisation, and ongoing delivery. HR & Legal Compliance Ensure full compliance with German employment law, collective agreements, and local labour regulationsImplement and maintain project‑specific HR compliance frameworks in line with company standardsSupport subcontractors in understanding and meeting German HR and employment compliance requirementsAssist with and support internal and external audits, inspections, and compliance checks on siteMaintain accurate and compliant employee documentation, records, and reporting Immigration, Residency & Authorities Liaise with immigration lawyers and advisors regarding:Work permitsResidence permitsEU and non‑EU workforce requirementsCoordinate registrations with German authorities and municipalities, including residency and CPR registrations where applicableAct as the main point of contact between the project and local authorities on employment‑related mattersTrack visa and permit expiry dates and ensure ongoing compliance Workforce & Project HR Support Act as Project HR Advisor to Project Managers, Operations, and Senior LeadershipSupport the full employee lifecycle, including:OnboardingContract administrationMobilisation and demobilisationOffboardingProvide guidance on HR policies, procedures, and employee relationsSupport disciplinary, grievance, and people‑management processes in line with local legislation Travel & Accommodation Coordination Coordinate and track employee travel and accommodation, particularly for rotational workforcesWork closely with site administration to ensure timely and cost‑effective arrangementsSupport structured rotation patterns (e.g. 3‑weeks‑on / 1‑week‑off) and ensure operational continuityMonitor travel compliance and authorisation processes to protect project delivery Team & Administrative Management Coordinate and oversee the project administration teamAllocate and prioritise workloads to ensure smooth project operationsSupport general project administration, including reporting, record‑keeping, and correspondenceCarry out additional administrative and HR‑related duties as required by the project Stakeholder Engagement Work closely with:Project DirectorsConstruction & Operations teamsCommercial and Finance teamsSite AdministrationExternal legal and immigration advisorsProvide clear communication and guidance to employees and subcontractors on HR and compliance matters Skills & Experience Required Strong experience in HR, compliance, or workforce administration, ideally on large construction or industrial projectsWorking knowledge of German employment law or experience operating within a regulated European employment environmentExperience dealing with international workforces, visas, and mobilityStrong organisational and coordination skillsExcellent communication skills and ability to work with multicultural teamsComfortable working in a fast‑paced, project‑based environmentHigh level of discretion, professionalism, and attention to detail Desirable Experience Data centre, pharmaceutical, or large‑scale infrastructure project experienceExperience supporting rotational or site‑based workforcesPrevious experience liaising with German authorities or similar European regulators For more information on this role, or other Construction / Engineering opportunities across Ireland, the UK, Europe, or South Africa please review our careers page (Vacancies – Kirby Group Careers) or contact the Talent Acquisition Team at Kirby Group in confidence on +353 (0)1 454 0411.
