Education & Experience: Bachelor’s degree in Computer engineering, Computer science, or Software Engineering.7-10 years of experience in software development and delivery, minimum 3 years in managing development teams or outsourced development vendors.Strong background in Microsoft development stacks, particularly ASP.NET Core and Microsoft SQL Server, and modern source control platforms (e.g., Git, Azure DevOps).Proven experience governing SDLC, release management, and source code ownership/handover in vendor-based delivery models.Experience in fintech, digital payments, banking, or regulated financial services is a strong plus.Relevant certifications are required (e.g., PMP, Scrum/Agile certifications, ISTQB, Microsoft/Azure DevOps certifications).Master's degree is a plus. Key Accountabilities: Vendor development management: Manage the external development vendor's activities, delivery plans, priorities, and commitments, ensuring proper development and coding activities aligned with Orange Money's roadmap and quality expectations.Cross-department liaison: Act as the single point of coordination between all departments (business, products, operations, compliance, finance, customer care, etc.) and the development vendor, ensuring requirements are clearly captured, prioritized, and delivered.Requirements management: Ensure business requirements are translated into clear, complete functional and technical specifications and use cases, managing scope, timelines, and trade-offs across stakeholders.Development lifecycle governance: Establish and enforce a proper software development lifecycle (SDLC) covering analysis, design, development, testing, UAT, acceptance, and release, with defined gates and deliverables at each stage.Source code ownership and management: Ensure secure and proper source code management, guaranteeing full Orange Money ownership of the source code, including repository governance, versioning, branching strategy, access controls, code handover, and escrow arrangements where applicable.Secure coding and development: Coordinate with the Security Manager to enforce secure coding standards, code reviews, security testing (SAST/DAST), and remediation of code-level vulnerabilities before release, in line with Security-by-Design and Privacy-by-Design principles.Release coordination: Coordinate releases and deployments with the Technical Manager and the cloud provider, ensuring controlled, tested, and documented deployments with rollback plans.Quality assurance and testing: Oversee testing activities (SIT, UAT, regression, performance) and defect management, ensuring releases meet functional, security, and quality criteria before production acceptance.Department objectives and performance management: Set the development function's objectives in full alignment with the directorate strategy and business priorities, translate them into measurable performance indicators and delivery targets, and monitor, evaluate, and report achievement on a regular basis.Performance, KPIs, and SLA management: Define, monitor, and report development performance KPIs and SLAs with the vendor, using measurable indicators (e.g., delivery timelines, velocity, defectrates, rework, code quality, documentation completeness), holding the vendor accountable and driving corrective actions and continuous delivery improvement.CAPEX/OPEX and budget management: Define, plan, and manage the development function's CAPEX and OPEX budgets, including vendor development costs, change requests, effort estimations, and licensing, managing the development demand pipeline with transparency on capacity, cost, and delivery timelines, and ensuring cost control and value for money.Backlog and roadmap governance: Own and govern the consolidated development backlog and delivery roadmap, aligning priorities across business, products, operations, and compliance, and ensuring visibility of commitments and dependencies.CI/CD and test data governance: Govern build, integration, and deployment pipelines (CI/CD) and development/testing environments with the Technical Manager and vendor, ensuring production data is protected in non-production environments through masking or anonymization.Code quality and technical debt management: Define and monitor code quality metrics and standards, and manage technical debt with the vendor to keep the platform maintainable, performant, and scalable over time.Compliance in development: Ensure development activities comply with Central Bank of Jordan requirements, data protection obligations, and applicable group and industry standards throughout the development lifecycle.Documentation and knowledge management: Ensure complete and up-to-date technical documentation, release notes, API documentation, and knowledge transfer to safeguard Orange Money's independence from the vendor, providing regular reporting on development progress, risks, and vendor performance to the Technical & Security Director.Team leadership and management: Lead, coach, and develop the development team, defining roles, responsibilities, and individual objectives; managing performance evaluations and workload and capacity planning across internal staff and vendor resources; identifying training and upskilling needs in development practices, tools, and technologies; and fostering a culture of quality, ownership, and continuous improvement.
