About The Role RIVA Solutions is seeking a highly skilled Technical Lead / Lead Web Developer to oversee the technical execution of a federal web modernization and digital services program. This full-time position offers the flexibility of hybrid or remote work arrangements. The successful candidate will be responsible for leading development teams, collaborating with UX, content, QA, accessibility, infrastructure, and government stakeholders to deliver secure, responsive, maintainable, and accessible digital products. The role involves translating business requirements into technical designs, guiding development activities, supporting deployments, and resolving complex technical challenges across Drupal/WCMS platforms, APIs, integrations, search functionalities, and web applications. The ideal candidate will have a strong background in web development, project leadership, and federal compliance standards, ensuring the delivery of high-quality digital solutions that meet federal standards and client expectations. Qualifications Hands-on experience developing and maintaining Drupal or similar WCMS-based websites and web applications.Proficiency in PHP, HTML5, CSS, JavaScript, REST/JSON/XML, and modern web development practices.Experience building custom modules, templates, content types, workflows, or integrations within CMS environments.Familiarity with Agile/Scrum or Kanban methodologies, including user stories, backlog refinement, demos, and iterative delivery.Knowledge of Section 508/WCAG, W3C validation standards, browser compatibility, mobile responsiveness, and federal web standards.Experience with Git, code reviews, CI/CD pipelines, deployment coordination, and defect remediation.Ability to break down business requirements into technical tasks, estimates, acceptance criteria, and implementation plans.Strong communication and leadership skills to mentor developers and coordinate with cross-functional teams.U.S. Citizenship preferred; ability to obtain Public Trust clearance. Responsibilities Lead the technical design, development, configuration, testing support, and release of website enhancements, Drupal/WCMS changes, custom modules, APIs, and backend integrations.Translate business requirements and user stories into detailed technical tasks, estimates, acceptance criteria, and implementation plans.Guide development teams to adhere to Drupal best practices, secure coding standards, responsive design, and accessibility requirements such as Section 508.Support content migrations from legacy sites or third-level domains into approved federal WCMS platforms, including content modeling, redirects, metadata, and taxonomy management.Collaborate with UX and content teams to implement templates, navigation, banners, landing pages, microsites, visual designs, and interactive features.Support CI/CD processes, Git branching strategies, code reviews, release packaging, deployment coordination, and rollback planning.Work closely with QA and Trusted Testers to identify and resolve functional, accessibility, browser, mobile, and technical defects.Coordinate technical issue resolution with federal IT stakeholders, hosting/cloud vendors, and other contractors.Mentor developers and provide technical leadership during Agile ceremonies, sprint planning, demos, and backlog refinement sessions.
