Due to security requirements this position may require U.S. Citizenship and the ability to obtain and maintain a T3/Secret Security Clearance.* HJF is seeking a Senior Software Engineer - Digital Platforms and Learning Technology that will take ownership of a portfolio that currently includes HPRC-online.org, Operation Supplement Safety (OPSS.org), the Rx3 (Rehab, Refit, Return to Duty) progressive web application, and additional program tools and supporting databases. This position is intended as a broad engineering capability rather than a website maintenance role. The incumbent will develop and maintain websites and applications, automate build and deployment processes, sustain the data pipelines behind program tools, support learning technology, and take on new development needs across the organization as they arise. This position will be in support of Advanced Research for Military Optimization, Readiness, and Rehabilitation (ARMORR) at the Uniformed Services University. They will be working with the Human Performance Resources by CHAMP (HPRC) team to build, modernize, and maintain the digital platforms through which ARMORR delivers evidence-based human performance resources to Service Members, Veterans, military families, and healthcare providers. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals. Responsibilities Design, develop, deploy, and maintain the public-facing websites, web applications, and supporting services across the ARMORR portfolio.Develop and maintain progressive web applications, including offline-capable functionality for users in low-connectivity or austere environments, and build interactive browser-based tools such as decision aids and searchable reference indexes.Maintain and extend data ingestion pipelines and supporting databases, including automated and script-assisted content ingestion, and manage dependencies on externally maintained data sources.Evaluate and modernize platform architecture, hosting, and content delivery approach, and plan and execute platform transitions including content migration, redirect management, and preservation of established search rankings and inbound links.Establish and maintain automated build and deployment pipelines, staging environments, and automated verification and regression testing, replacing manual and workstation-based deployment processes.Monitor and optimize platform performance and responsive behavior across the range of devices used by the target audience, and maintain backup, disaster recovery, and continuity of operations capability.Take on new development needs across ARMORR programs as they arise.Implement and support a publishing workflow that allows non-technical scientists, editors, and program staff to update content independently, and ensure time-sensitive updates can reach production within operationally acceptable timeframes.Train and support staff on publishing tools and workflows, maintain user documentation, and conduct analytics-driven content audits to support rationalization of the content library.Provide technical support for ARMORR's learning management and course delivery capability.Collaborate with instructional designers and curriculum developers to translate learning requirements into technical specifications and advise on feasibility, cost, and long-term sustainment.Ensure all properties comply with Section 508 of the Rehabilitation Act and applicable WCAG conformance requirements; conduct, document, and remediate accessibility testing.Maintain the security posture of all managed platforms, including dependency management, vulnerability remediation, patch currency, and secure configuration, and support security documentation, control assessments, and authorization processes in coordination with University and HJF security personnel.Ensure platforms and workflows comply with applicable DoW, University, and HJF policy governing information systems, data handling, privacy, records management, and the use of generative artificial intelligence tools.Serve as the principal technical advisor to leadership on platform, application, and digital delivery matters, translating technical constraints and options into terms that support programmatic and budgetary decisions.Evaluate emerging technologies and development practices, including AI-assisted and agentic development tooling, and apply AI-assisted workflows to accelerate delivery while maintaining rigorous human review and validation of all generated output affecting published health information.Document architecture, code, configuration, and operational procedures to a standard that permits continuity of operations and knowledge transfer, avoiding single-point-of-failure dependency on any individual.Coordinate with the University Office of the Chief Information Officer on hosting and deployment, participate in University-wide technology working groups, and manage relationships with external vendors and contractors as required.Own ARMORR's digital strategy, setting the direction for how the organization's websites, applications, and learning platforms evolve, and maintaining a multi-year roadmap that aligns technology decisions with program priorities, sponsor requirements, and available funding.May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role. Qualifications Education and Experience Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related technical field required; equivalent vocational or technical training combined with demonstrated professional experience will be considered.Minimum of 6-8 years of progressively responsible software engineering experience required. Required Knowledge, Skills And Abilities Broad software engineering capability spanning front-end development, back-end services, application programming interfaces, and data handling, with the judgment to select appropriate tools for varied problems rather than a single specialization.Expert-level proficiency in HTML, CSS, and JavaScript, with strong command of semantic, standards-compliant markup and at least one modern framework.Demonstrated experience building and deploying production websites using modern static site generators and content delivery network-based hosting, and developing progressive web applications including service workers, caching strategies, and offline functionality.Working knowledge of content management systems, such as Drupal, with demonstrated experience migrating content between platforms at scale and designing publishing workflows for non-technical subject matter experts.Proficiency with version control, automated build and deployment pipelines, and infrastructure-as-code practices.Demonstrated experience of relational databases, data ingestion pipelines, and the maintenance of datasets sourced from third parties.Demonstrated experience applying Section 508 and WCAG accessibility requirements to production properties, including testing methodology and remediation, together with practical knowledge of the technical factors governing content discoverability by search engines and AI-driven retrieval systems.Working knowledge of web application security principles, dependency and vulnerability management, and Federal information system compliance requirements.Demonstrated fluency with AI-assisted and agentic software development tooling, together with a rigorous, documented approach to reviewing, testing, and validating AI-generated code and content.Ability to work independently as the sole or principal technical resource on a multidisciplinary team, and to plan, schedule, and coordinate work to meet deadlines in a program environment with external sponsor requirements.Excellent written and oral communication skills, with demonstrated ability to explain technical concepts, constraints, and tradeoffs to scientists, clinicians, program leadership, and non-technical stakeholders.Experience with cloud computing, such as Google Cloud, is preferredExperience with native or cross-platform mobile application development, and with learning management systems and SCORM or xAPI course packaging, is preferred.Experience supporting DoW, Federal health, or academic medical organizations, or working with public health, health communication, or human performance content, is preferred.This position may require U.S. Citizenship and the ability to obtain and maintain a T3/Secret Security Clearance. Work Environment This position is primarily telework and may require occasional travel. Compensation The annual salary for this position is $93,100-$145,000.
