Summary
Act as a subject-matter expert for web development for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S.
Census Bureau (USCB).
Plan scalable, high-performance web system structures and select appropriate frameworks, cloud services, and APIs.
Enforce coding guidelines, conduct code reviews, and set up testing frameworks for clean, maintainable code.
Essential Duties & Responsibilities
Provide application architecture and technical direction, oversee modernization activities, guide development standards, support CI/CD and integration practices, and resolve complex technical issuesWrite complex or critical code, solve performance bottlenecks, and optimize database queries while identifying risks, redundancies, and outdated infrastructure, and planning updates and system security auditsWork in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met in support of program objectivesMaintain code, scripts, and configuration files in source control (GitHub Enterprise) per agency and industry standards, with traceability back to the originating Jira work itemSupport Cognos administration and reporting, analyze business and data requirements, develop and maintain reporting productsSupport data models and dashboards and coordinate with technical personnel to resolve reporting and data issuesImplement the Quality Control Plan, monitor compliance with approved processes, coordinate internal reviews and audits, track corrective actions, and maintain the risk, issue, and change-control processesTranslate business and product requirements into clear technical specifications for the teamCoordinate with product managers, designers, and QA engineers to align development with business objectivesTrain and guide junior and mid-level developers through pair programming and constructive feedbackAssign tasks based on team member strengths and track progress to meet project delivery goalsResponsible for conducting internal peer reviews and process audits prior to submissionsUse enterprise monitoring tools to drive SLA reporting, capacity planning, and proactive and reactive incident response, tracking health and performance metrics such as up/down status, license thresholds, job monitoring, and account expirationsDocument business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence, keeping the team's knowledge repository current and preventing knowledge silosParticipate in Agile Scrum activities, including daily standups, sprint planning, and retrospectives, translating priorities into committed, traceable workMaintain regular and punctual attendancePerform other duties as assigned

Requirements
MINIMUM QUALIFICATIONS
Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements.
U.S.
work authorization is requiredBachelor's degree in Computer Science, Software Engineering, Information Systems, or a related field.
Master's preferredTwelve (12) or more years of software-development experience across frontend and backend technologiesDemonstrated expertise in managing web projects from start to finish, with the ability to resolve major technical blockers under pressureDemonstrated expertise in designing overall web systems and choosing frameworks (like React, Vue, or Node.js)Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environmentExperience producing SOPs and technical documentationMust obtain and maintain any necessary security access and/or background checks
