About The Role
RIVA Solutions is seeking a highly skilled Technical Lead / Lead Web Developer to oversee the technical execution of a federal web modernization and digital services program.
This full-time position offers the flexibility of hybrid or remote work arrangements.
The successful candidate will be responsible for leading development teams, translating business requirements into technical designs, and ensuring the delivery of secure, responsive, and accessible digital products.
The role involves collaboration with UX, content, QA, accessibility, infrastructure teams, and government stakeholders to develop and maintain websites and web applications on Drupal/WCMS platforms.
The Technical Lead will guide best practices in secure coding, responsive design, accessibility standards, and reusable component development.
Additionally, they will support migrations, integrations, and deployment activities, ensuring smooth project execution and adherence to federal standards.
Leadership in Agile methodologies, mentoring developers, and coordinating technical issue resolution across various stakeholders are key components of this role.
Qualifications
Hands-on experience developing and maintaining Drupal or similar WCMS-based websites and web applications.Strong proficiency in PHP, HTML5, CSS, JavaScript, REST/JSON/XML, and modern web development practices.Experience building custom modules, templates, content types, workflows, or integrations within CMS environments.Familiarity with Agile/Scrum or Kanban delivery methodologies, including user stories, backlog refinement, demos, and iterative delivery.Working knowledge of Section 508/WCAG, W3C validation standards, browser compatibility, and mobile responsiveness.Experience with Git, code reviews, CI/CD processes, deployment coordination, and defect remediation.Ability to break down business requirements into technical tasks, estimates, acceptance criteria, and implementation plans.Excellent communication skills and ability to collaborate effectively with cross-functional teams and stakeholders.U.S.
Citizenship preferred; ability to obtain Public Trust clearance.
Responsibilities
Lead the technical design, development, configuration, testing, and deployment of website enhancements, Drupal/WCMS changes, custom modules, APIs, and backend integrations.Translate business requirements and user stories into detailed technical tasks, estimates, and acceptance criteria.Guide development teams in applying best practices for secure coding, responsive design, accessibility, and reusable component development.Support migrations from legacy sites or third-level domains into approved Federal WCMS platforms, including content models, redirects, metadata, taxonomy, and validation activities.Collaborate with UX and content teams to implement templates, navigation, banners, landing pages, microsites, and interactive functionalities.Support CI/CD pipelines, Git branching strategies, code reviews, release packaging, deployment coordination, and rollback planning.Work closely with QA and Trusted Testers to identify and resolve functional, accessibility, browser, mobile, W3C, HTML5, CSS, JavaScript, and Drupal-related defects.Coordinate technical issue resolution with Federal IT operations, hosting/cloud vendors, and other contractors.Mentor developers and provide technical leadership during Agile ceremonies, sprint planning, demos, and backlog refinement sessions.
