Chief Courts Information Officer – 29954-RFR-DTS-065 We are seeking an experienced Chief Courts Information Officer (CCIO) to provide strategic leadership, governance, and oversight of information management, information technology, cybersecurity, and digital services for the Courts. The ideal candidate will bring strong executive-level IT leadership, information governance expertise, cybersecurity knowledge, and a deep understanding of judicial independence, confidentiality, and the legal environment. The CCIO will ensure that court information systems, digital services, and technology investments support: Judicial independenceCourt administrationAccess to justiceOperational efficiencyPrivacy and securityModernization and sustainable technology solutionsEffective information governance and records retention The successful resource will work closely with Chief Justices, the Chief Judge, Courts Division leadership, court administrators, justice partners, government IT organizations, and external stakeholders. The role requires a strong understanding of the separation of powers between executive and judicial branches of government, as well as the principles of judicial and administrative independence. The resource must maintain strict confidentiality regarding Judicial Information and must not disclose such information without prior express written consent from the Chief Justices and Chief Judge. Key Responsibilities Strategic IT & Information Governance LeadershipProvide strategic leadership and governance for Courts information management, IT, cybersecurity, and digital services.Align technology strategy with the operational and strategic requirements of the Courts.Ensure technology investments support secure, modern, sustainable, and effective digital solutions.Develop and implement information management strategies for an increasingly digital legal environment.Provide senior-level research, analysis, advice, and opinions related to IT and information security.Prepare written opinions, memoranda, reports, and executive-level recommendations.Support effective decision-making through strong analytical and problem-solving capabilities. Cybersecurity, Privacy & Records ManagementProvide leadership and guidance regarding cybersecurity and information security matters.Support compliance with applicable legal, regulatory, privacy, information management, and records retention requirements.Develop and advise on effective information governance practices.Ensure appropriate protection of confidential and sensitive judicial information.Maintain awareness of evolving cybersecurity, information governance, and legal technology requirements.Exercise appropriate discretion and diplomacy when dealing with confidential or sensitive matters. Judicial & Government Stakeholder EngagementBuild effective relationships with the judiciary, court administrators, justice-sector partners, central government IT organizations, and external stakeholders.Represent the Courts on inter-jurisdictional, justice-sector, and government technology forums as required.Communicate complex technical and cybersecurity concepts clearly to non-technical audiences.Work effectively with stakeholders at all levels of the organization.Demonstrate strong political acumen and sound judgment when working within the justice environment.Promote confidence in the administration of justice through effective technology governance and stakeholder engagement. Executive Advisory & CommunicationProvide senior executive-level advice on information technology, cybersecurity, information management, and digital services.Develop clear recommendations, opinions, memoranda, and reports for senior leadership.Conduct IT and information security research and translate findings into actionable recommendations.Present complex information in a clear and understandable manner to judicial and non-technical stakeholders.Maintain strong communication, interpersonal, planning, and organizational capabilities. Required Skills & Experience Skill / Qualification Requirement Education/Training Education and/or training in Computer Science, Information Technology, Cybersecurity, or a related field IT & Information Governance Significant experience, preferably 5+ years, in information technology and information governance Cybersecurity Strong experience and knowledge of cybersecurity and information security Records Retention Experience with records retention and information governance Legal & Regulatory Compliance Strong understanding of legal and regulatory requirements related to IM, cybersecurity, and records retention Executive-Level Advisory Extensive experience conducting IT/information security research and providing senior-level advice and opinions Written Communication Demonstrated ability to prepare written opinions, memoranda, reports, and executive communications Stakeholder Engagement Strong experience engaging with senior stakeholders across complex organizations Judicial Independence Superior understanding of judicial independence and judicial/administrative independence principles Political Acumen Strong discretion, diplomacy, judgment, and political acumen Planning & Organization Well-developed planning and organizational skills with the ability to manage priorities and target dates Microsoft Office Extensive experience with Word, Excel, PowerPoint, Visio, and Outlook Legal Research Experience with online legal research databases used by the judiciary Technical Communication Ability to communicate complex technical concepts clearly to non-technical audiences Onsite Availability Mandatory onsite attendance Background Screening Ability to provide a satisfactory criminal record check and required security clearance Confidentiality Ability to execute and comply with a Non-Disclosure Agreement (NDA) Assets / Highly Desired Qualifications CISSP (Certified Information Systems Security Professional) or other relevant professional certification.Law degree from an accredited university or college recognized in Manitoba.Familiarity with JUDICLOUD, the federally appointed judges' email network.Experience with Power BI.Experience working within a judicial, legal, government, or justice-sector environment.Experience providing technology and cybersecurity advice at a senior executive level. Security & Confidentiality Requirements A clean criminal record check is required at the successful resource's expense before commencing onsite or remote services.The required clean status must be maintained throughout the contract.An enhanced background check for Secret clearance, completed by Manitoba, will be required due to the confidential nature of the materials accessed.Any required remediation resulting from the security/background screening will be the responsibility of the resource.Failure to satisfy or maintain required screening conditions may result in termination of the SOW.The successful resource must execute a Non-Disclosure Agreement (NDA) and maintain strict confidentiality concerning all information obtained or accessed during the engagement.Judicial Information must not be disclosed without the required prior express written authorization.
