ResourceXChange, LLC is a government contracting and IT services company focused on developing relationships, partnerships, and contract opportunities across the Federal, State, and Local government markets.We are looking for an experienced Business Development & Capture Manager who can help us move from opportunity identification to a qualified pipeline, teaming relationships, proposals, and awarded contracts.
This is a revenue-producing role, not a traditional account-management position.
The right person will bring an existing network, understand the government contracting ecosystem, and know how to turn relationships and opportunities into actionable pursuits.
ResourceXChange is looking for a highly motivated Business Development & Capture Manager to build and manage our government contracting pipeline.
You will be responsible for:
Identifying qualified federal, state, and local government opportunitiesDeveloping relationships with government agencies, program managers, procurement officials, prime contractors, and teaming partnersFinding opportunities where ResourceXChange's capabilities are a strong fitBuilding relationships with large and mid-sized government contractors seeking qualified subcontractorsDeveloping and managing a capture pipeline from lead → qualification → relationship → teaming → capture → proposal → awardIdentifying upcoming procurements before the solicitation is releasedMonitoring agency spending, forecasts, solicitations, IDIQs, BPAs, GWACs, and subcontracting opportunitiesBuilding strategic teaming and joint-venture relationshipsPositioning ResourceXChange for subcontracting and prime-contract opportunitiesCoordinating with the CEO and proposal team on capture strategyHelping develop win themes, customer intelligence, competitive analysis, and teaming strategiesMaintaining accurate pipeline data, next steps, probability of win, estimated contract value, and expected award datesCreating a repeatable business-development funnel that produces measurable contract revenue
Required Experience & QualificationsWe are looking for someone with demonstrated government contracting business development, capture, or sales experience—not simply someone who knows how to search procurement websites.
Required5+ years of experience in government contracting business development, capture management, strategic partnerships, or government salesDemonstrated experience pursuing Federal, State, and/or Local government contractsWorking knowledge of the government procurement lifecycle from pre-solicitation through awardExperience identifying, qualifying, and shaping government opportunitiesExperience developing and executing capture strategiesExperience building relationships with prime contractors, government agencies, program offices, and/or procurement organizationsExperience developing teaming and subcontracting relationshipsUnderstanding of RFP, RFQ, RFI, sources-sought, task-order, IDIQ, BPA, and similar procurement processesAbility to evaluate opportunities based on capability fit, customer access, competition, contract vehicle, past performance, teaming requirements, PWin, and ROIStrong written, verbal, presentation, negotiation, and relationship-building skillsAbility to independently build a pipeline and create new business opportunitiesDemonstrated ability to move opportunities from lead → relationship → capture → proposal → award
Strongly PreferredExisting relationships with Federal agencies, State/Local agencies, prime contractors, or government program officesDemonstrated history of helping win government contracts or task ordersExperience generating subcontracting opportunities for small businessesExperience working with large government contractors as a subcontractor or teaming partnerExperience developing agency account strategies and customer relationship mapsExperience with competitive intelligence, incumbent research, and PWin assessmentsExperience participating in industry days, matchmaking events, procurement conferences, and government-industry networking eventsExperience developing teaming agreements, NDAs, MOUs, and other strategic partnership arrangementsKnowledge of small-business contracting and socioeconomic set-aside strategiesExperience with federal procurement and market-intelligence platforms such as SAM.gov, FPDS, USAspending, eBuy, and agency procurement forecastsExperience navigating state and local procurement portals such as eMMA and comparable state/local systemsExperience with cybersecurity, IT services, cloud, program/project management, digital transformation, or professional servicesExisting relationships within the DMV government contracting ecosystem are a significant plus
