Job Purpose The Engineering Delivery & Performance Manager is responsible for supervising software development and quality assurance teams within the assigned engineering office, including back end, front end, full stack, and QA resources. The role ensures that products, projects, enhancements, defects, and technical tasks are delivered on time, at the required quality level, and in line with the company’s engineering, security, documentation, and delivery standards. The position also focuses on developing team capabilities, managing individual and team performance, resolving delivery and technical challenges, and providing the Group CTO with clear, evidence based reporting on delivery, quality, capacity, and performance. What you'll do Supervise day to day development and QA activities, ensuring clear priorities, ownership, outputs, and deadlines.Monitor sprint, release, enhancement, defect, and project commitments, identifying delays, blockers, dependencies, and resource constraints early.Coordinate recovery actions for delayed or at risk delivery and escalate significant concerns to the Group CTO.Set clear expectations and objectively measure individual and team performance, productivity, quality, collaboration, attendance, and delivery discipline.Support technical recruitment, interviews, onboarding, capacity planning, and resource allocation.Ensure compliance with coding, architecture, cybersecurity, documentation, testing, code review, release, and production readiness standards.Monitor defects, reopened issues, technical debt, failed releases, production incidents, and recurring quality concerns.Assess technical capability and skill gaps and support training, mentoring, coaching, technical workshops, and knowledge sharing.Promote responsible use of AI assisted development and testing tools in accordance with company guidelines.Provide technical guidance and hands on support for critical tasks, complex defects, integrations, releases, and production incidents when required.Lead or support root cause analysis and ensure corrective and preventive actions are completed.Coordinate with Product Managers, Project Managers, Business Analysts, Integration Managers, Solution Architects, DevOps, Infrastructure, Cybersecurity, and other stakeholders.Maintain evidence based dashboards and reports covering delivery, utilisation, quality, incidents, performance, training, and resource needs.Ensure applications and services have appropriate monitoring, alerting, logging, health checks, operational dashboards, support procedures, and escalation paths.Ensure engineering activities comply with company governance, information security, privacy, ethical, legal, and regulatory requirements. What we're looking for Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field.At least 8 years of experience in software development, software engineering, QA, or technology delivery.At least 3 years of experience managing or supervising multidisciplinary development and QA teams.Experience with enterprise, government, financial, insurance, or integration based platforms is preferred.Experience delivering, operating, or supervising software solutions hosted on major public, private, hybrid, or regional cloud platforms.Experience managing distributed teams, vendors, or multi location delivery is an advantage.Strong knowledge of the software development lifecycle, Agile delivery, estimation, testing, release management, and production support.Good understanding of back end technologies such as .NET Core and NodeJS, front end technologies such as React and React Native, APIs, integrations, databases including MS SQL, Postgres and ELK, DevOps, Azure, JIRA, CI/CD, source control, secure coding, and automated testing.Strong delivery management, technical problem solving, performance management, coaching, and stakeholder communication skills.Ability to challenge weak technical approaches, unrealistic estimates, and incomplete delivery commitments.Strong written and verbal English communication skills. Arabic is an advantage.Relevant professional, Agile, cloud, software architecture, quality, or project management certification is an advantage.
