About the Role
OEC is in the middle of a multi-year journey to modernize our infrastructure and applications, migrating hundreds of services across dozens of engineering teams to AWS.
As Technical Program Manager you will play a critical role in ensuring this transformation is executed predictably, transparently, and at scale.
This role owns the delivery orchestration of the cloud migration—turning architectural strategy into executable plans, aligning dozens of teams, tracking progress and risk, and providing clear, actionable reporting to engineering leadership, finance, and executives.
You will work closely with cloud architects, infrastructure engineers, application teams, and business stakeholders to ensure migrations are well-sequenced, well-communicated, and well-executed.
This is not a people-management or hands-on engineering role.
It is a hands-on technical program leadership role that requires deep technical fluency, strong judgment, and the ability to lead through influence in a complex environment.
What You’ll Do
Own the end-to-end execution plan for a large-scale AWS cloud migration spanning hundreds of services and 20+ products.Translate cloud architecture and migration strategy into phased delivery plans, migration waves, milestones, and cutover schedules.Drive coordination across product, infrastructure, security, finance, and dozens of application engineering teams.Identify, track, and actively mitigate cross-team dependencies, delivery risks, and capacity constraints.Establish and run a clear operating cadence (daily huddles, weekly execution reviews, monthly leadership updates, quarterly executive reporting).Partner with cloud architects to ensure technical decisions are reflected accurately in delivery plans.Work with application teams to ensure readiness for migration, including testing, validation, and cutover support.Produce clear, concise executive-ready reporting that communicates progress, risks, tradeoffs, and decisions.Serve as the single point of accountability for program-level visibility and delivery confidence.Continuously improve delivery processes, tooling, and reporting as the migration scales.Own the migration backlog across products and application teams, ensuring work is sequenced and prioritized in alignment with business goals, technical risk, and delivery capacity.Communicate priorities clearly to engineering and business stakeholders.
What You’ll Bring
4+ years of experience in technical program and/or project management, platform delivery, or large-scale infrastructure initiatives.Proven experience leading complex, multi-team programs with long timelines and significant technical dependencies.Strong technical fluency with cloud platforms (AWS preferred), software architectures, and infrastructure delivery.Demonstrated ability to work effectively with architects, senior engineers, product leaders, finance, and executives.Experience producing executive-level reporting that is clear, concise, accurate, and trusted.Comfortable operating in hybrid Agile / milestone-driven environments.Excellent written and verbal communication skills, with the ability to simplify complexity without losing accuracy.The ability to have direct, candid conversations with a bias for action to deconflict priorities and remove hurdles.Ability to balance strategic planning with the need to be hands-on in the migration backlog.Bonus Skills That Will Impress Us
