Position Overview
Avey is seeking an Engineering Project Manager to own end-to-end delivery of a major healthcare technology project.
This role combines engineering leadership, requirements analysis, solution architecting, and release management.
The successful candidate will lead the full software development and delivery lifecycle from requirements and design through development, testing, release, and ongoing production support.
The ideal candidate has a strong software engineering background and hands-on experience delivering production systems.
They must be able to understand implementation details, make sound technical decisions, lead multidisciplinary teams, and contribute technically when needed.
The role serves as the primary bridge between the client’s project stakeholders and Avey’s project team, accurately translating the client’s business needs into accountable engineering delivery.
This is a technical leadership role, not a purely administrative project management position.
Key Responsibilities
1.
Delivery & Project Leadership
• Own end-to-end delivery, including planning, execution, release readiness, and production stability.
• Maintain delivery plans, milestones, priorities, dependencies, and release schedules.
• Lead sprint planning, backlog refinement, release planning, and delivery reviews.
• Coordinate development, QA, DevOps, InfoSec, and design activities.
• Track and resolve risks, issues, blockers, and dependencies.
• Manage multiple workstreams (features, defects, incidents, analytics).
• Provide clear reporting on progress, risks, and decisions.
• Support change management, release approvals, and governance processes.

Requirements & Stakeholder Management
• Gather and clarify business, clinical, and functional requirements with stakeholders.
• Translate requirements into technical specifications, user stories, and acceptance criteria.
• Identify gaps, conflicts, dependencies, and technical risks early.
• Prioritize backlog and assess impact of scope, timeline, and resource changes.
• Facilitate workshops, reviews, demos, and release discussions.
• Manage stakeholder expectations and ensure decisions and actions are documented.
• Coordinate with third-party vendors, auditors, and integration partners.

Engineering & Architecture Leadership
• Provide day-to-day technical leadership across frontend, backend, QA, DevOps, and data teams.
• Convert project goals into engineering priorities and execution plans.
• Support engineers in resolving technical blockers and implementation decisions.
• Review designs to ensure scalability, security, maintainability, and alignment with architecture.
• Oversee architecture across applications, APIs, databases, integrations, and cloud infrastructure.
• Manage technical risks, debt, dependencies, and integration challenges.
• Participate in design, architecture, code, and release reviews.
• Mentor engineers and promote strong engineering practices and accountability.
• Contribute with hands-on development, configuration, testing, and demos when needed.
4.
DevOps & Production Operations
• Oversee cloud infrastructure, CI/CD pipelines, environments, and deployment processes.
• Ensure releases are controlled, repeatable, and aligned with change management.
• Coordinate deployments, rollbacks, monitoring, and post-release validation.
• Monitor system health, performance, availability, and capacity.
• Lead or coordinate incident response and production issue resolution.
• Ensure root-cause analysis and preventive actions are completed.
• Support disaster recovery, backup, and resilience planning.

Quality & Security Assurance
• Ensure quality, security, privacy, and compliance are embedded throughout delivery.
• Define and review testing scope, acceptance criteria, and release readiness.
• Review defects, test results, and release risks before deployment.
• Coordinate security reviews, audits, vulnerability assessments, and remediation.
• Ensure critical issues are resolved before release.
• Maintain required technical documentation and release evidence.
• Lead on troubleshooting and critical issue resolution when needed.
Required Qualifications
• Bachelor’s degree in Computer Science or related field.
• 7+ years in software engineering roles.
• 3+ years leading software engineering projects and teams.
• Proven experience delivering production systems end-to-end.
• Strong understanding of frontend, backend, APIs, databases, cloud, DevOps, InfoSec, and analytics.
• Experience translating requirements into technical deliverables.
• Experience managing releases, incidents, risks, and dependencies.
• Strong Agile experience (Scrum or Kanban).
• Experience with tools such as Jira, GitHub, or Azure DevOps.
• Strong communication, leadership, and problem-solving skills.
• Ability to perform under pressure and during incidents.
• Excellent written and spoken English.
Preferred Qualifications
• Experience in healthcare, government, or regulated systems.
• Experience with enterprise or large institutional clients.
• Experience spanning the full tech stack (e.g., Flutter, Django, React, PostgreSQL).
• Experience with Azure, Docker, CI/CD.
• Experience with mobile app deployment (iOS/Android).
• Familiarity with identity systems (SAML, OpenID Connect, OAuth2).
• Familiarity with HL7/FHIR healthcare standards.
• Knowledge of security practices, audits, and vulnerability management.
• Familiarity with healthcare compliance (HIPAA, Qatar PDPPL).
• Relevant certifications (e.g., PMP, Scrum, ITIL).
• Arabic language skills are a plus.
